Personality (Aspiration/Drive): For a long time Pietro's drive has been to get stronger both so he can protect his sister and so he could take revenge on the US and Tony Stark, both parties being to blame in his mind for the death of his family and the trauma he and his sister suffered.
Personality (Worldview/Alignment): Pietro cares deeply for his sister and his people. He sees the world as a dangerous place full of people whose sole purpose seems to be to destroy families and other people. He wants peace for his country and was willing to go to great lengths to get it even before gaining powers. Despite revenge being a driving force for him, he will put aside his personal aspirations in order to protect the people he sees as deserving of it.

Protective
Pietro is fiercely protective of his sister, but she is not the only person those feelings extend to. Throughout his life he has fought and protested and demonstrated, getting himself in endless trouble for the sake of his country and its people. He has also used his powers to steal food, clothing and money for the for their survival and for the people of Sokovia.
Cocksure
Pietro is overconfident and arrogant. He knows what he is capable of but he is also reckless with his life and his powers, often treating dangerous situations as if it were a game and peppering in banter and humor during fights. He takes risks and focuses only on the immediate goals and outcomes rather than the bigger picture.
Rash
Along with his arrogance, Pietro acts quickly, often without thinking anything through or considering alternate routes. His increased speed affects his mind as well as his body and he thinks and acts too quickly, leaving him impulsive and impatient. He doesn't like to wait around and remaining idle leaves him twitchy.
Quick-Tempered
This all heats up Pietro's already short temper further. Not being able to act or do anything makes him quicker to anger, and his temper has never really been in check. He has a lot of passion and it translates not only into care for his people and sister but also into how strong his hatred can be and how long his grudges last. He wanted to kill Tony and only let him go because his sister insisted, confronting her about it later. This temper feeds one of his driving forces, a desire for revenge.

He can move fast enough to appear as nothing but a blur to others, generating a blue aura with transparent white energy currents when he does. He leaves a trail behind him as he runs and can reach supersonic speeds.
Increased Metabolism: He has has a hyper-accelerated metabolic rate. This enhances his ability to move and reduces the effect of stunning, injuries, and poisons on him. He can quickly recover from pain and act as if he is not injured when injuries are not mortal wounds or impeding his ability to move.
Improved Thermal Homeostasis: He can resist the effects of friction and temperature on his body, even while moving at incredible speeds.
Extreme Force Generation With his ability to move at superhuman speed he is able to generate an excessive amount of momentum, augmenting his strikes, impacts, and ability to propel people and objects. This makes him appear far stronger than he is as he can generate forces stronger than he would otherwise be capable of creating.
Superhuman Reflexes: His increased speed allows him to react more quickly to danger, allowing him to catch or dodge bullets and view the world around him in slow motion when moving at superhuman speeds. He can still be caught by surprise but he is able to react quickly in most instances.
